技能実習は送出機関が実習生から高額なお金を取っている。そこで送出機関を排除するために新しく「特定技能」という在留資格を作り、直接雇用を可能にした。。。
はずだが、二国間協定はスムーズにいったものの、結局送出機関のようなものを通さないと採用ができない国がチラホラ。日本の思惑は通じなかったのね。 技能実習と同じ送出機関 を使うかどうかは不明ですが、労働者を守るという建前と既得権益を守る本音がすけてみえます。
For technical internship, the sending organization takes a lot of money from the trainee. Therefore, in order to eliminate the sending organization, a new status of residence called “specifiec skilled worker” was created to enable direct employment from April 2019 .
Although, the bilateral agreement went smoothly, but in the end, some countries don’t adopt the system without sending organization. They didn’t understand Japanese thoughts. It is unclear whether or not to use the same sending organization as the technical training, but there is a real intention to protect workers and vested interests. .
